The Reference Check Nobody Does Properly in Mongolia.

Eighty percent of employers conduct reference checks. Less than a third do them in a way that reveals anything the interview did not already tell them. In Mongolia’s small, relationship-driven professional market, the reference check is either the most powerful tool in the hiring process or a polite phone call that wastes everyone’s time. Most are the second.

Here is how a reference check typically works in Mongolia. The hiring decision has already been made. The preferred candidate has been identified. The offer is mentally drafted. Someone calls two of the three references the candidate provided, usually a former manager and a colleague the candidate selected, and asks whether they would recommend this person and whether they left in good standing. Both references say yes. The offer goes out. The reference check box is ticked.

This process is not a reference check. It is a confirmation ritual. It is designed not to find out whether the candidate is the right person for the role, but to confirm what the hiring team already believes after the interview process. When it works, when the hire turns out well, the organization credits the interviews. When it does not work, it rarely credits the reference check for failing to catch what the interviews missed. It should.

Done properly, reference checking is the single most predictive tool in any hiring process. It accesses information about a candidate’s actual performance, in real organizational conditions, as reported by people who have direct experience of working with them, not the candidate’s own account of themselves, which is what every other stage of the process relies on. In Mongolia’s market, where the professional community is small enough that the people most qualified to give a reference are often only two or three connections away from the hiring manager, the opportunity for genuinely rich reference intelligence is higher than almost anywhere else in the world. It is almost universally wasted.

Why Reference Checks Fail

80%   of employers conduct reference checks – but fewer than 1 in 3 structure them to reveal new information (SHRM, 2025)

The structural failures of most Mongolian reference checks cluster around four consistent problems.

The first is reference selection bias. Candidates provide their own references, which means they provide people who will speak well of them. This is not dishonesty; it is rational self-interest. But it means the reference pool is systematically skewed toward supporters. The people who could provide the most honest and complete picture of a candidate, a manager they had a difficult relationship with, a peer who saw them struggle, a direct report who experienced their management style, are precisely the people who are never on the list. A reference check that only calls candidate-selected references is evaluating a curated version of a professional history, not the actual one.

The second is question design. Most reference calls in Mongolia follow an implicit script: How long did they work there? What was their role? Would you rehire them? These questions produce answers that are polite, brief, and almost entirely useless. They do not reveal how the candidate performed under pressure, how they handled disagreement with a senior leader, how their team experienced being managed by them, or whether the skills they described in the interview actually showed up in the work. The questions that produce genuinely useful information are specific, behavioral, and harder to answer vaguely, and they require preparation that most hiring managers do not invest in, a step they have already mentally completed.

The third is the relationship layer. In Ulaanbaatar’s professional community, the referee and the hiring manager often know each other. They may have worked together, shared institutional history, or existed within the same professional network. This creates an implicit social pressure toward positive assessments, declining to volunteer negative information about someone when the person asking is a professional peer, in a market where everyone will work with everyone again. The referee is not lying. They are managing a relationship. The information that does not get shared is often the most relevant.

The fourth failure is timing. References are typically checked after the offer decision is made, not before. This means the reference check is structurally positioned to confirm rather than evaluate. An organization that discovers a significant performance concern in a reference check after an offer has been extended faces an awkward situation. Rescinding is possible but damaging to the employer brand, so the tendency is to proceed and hope the concerns do not materialize. They usually do.

What a Properly Conducted Reference Check Actually Does

A reference check that produces genuinely useful information looks materially different from the standard Mongolian practice. It starts before the candidate is selected, not after. It includes references to the hiring organization identifies independently former colleagues, direct reports, and managers sourced through the organization’s own network and through the research Lambda.Global and other structured search partners conduct as part of the process, not only those that the candidate provides.

It uses behavioral questions that require specific, concrete answers. Not ‘Was this person a strong performer?’ but ‘Can you describe a specific situation where this person had to navigate a significant setback with their team, and what did you observe?’ Not ‘Would you rehire them?’ but ‘What is the one thing you would want their next manager to know going in, that you wish you had known sooner?’ These questions cannot be answered with a yes or a polished generality. They require the referee to access the actual memory of specific events, and in doing so, they reveal information that the candidate’s self-presentation never would.

85%   of employers have discovered candidates misrepresenting their background – making reference checks a verification tool as well as an evaluation one (CareerBuilder)

A properly conducted reference check also addresses the relationship layer directly. Lambda.Global’s approach to reference intelligence includes speaking with referees in a way that explicitly acknowledges the social complexity framing the conversation, not as an evaluation that might harm the candidate but as a contribution to ensuring the placement is genuinely right for both parties. Referees who understand that honest information serves everyone, including the candidate, are considerably more forthcoming than those who feel they are being asked to pass judgment on a former colleague.

The Mongolia-Specific Opportunity

Mongolia’s small professional community is usually described as a constraint in talent acquisition; the pool is limited, the same names circulate, and the network becomes a ceiling. In reference checking, it is an advantage. The six degrees of separation that make cold candidate searches difficult make reference intelligence unusually accessible. A hiring manager at a Mongolian bank who wants an independent reference on a CFO candidate is rarely more than two or three professional connections from someone who has worked directly with that person.

This means that in Mongolia, more than almost anywhere else, informal reference intelligence exists and is available if organizations are willing to use it. The professional community talks. Reputations travel. The information about how a senior executive actually behaves under pressure, how they treat their teams, and whether their CV accurately reflects their contribution is almost always knowable. The question is whether the hiring process is designed to surface it before the offer, or whether the organization discovers it afterward through the more expensive mechanism of a failed hire.

What Lambda.Global Does

Reference intelligence is a structured part of every Lambda.Global executive search process is not a box to tick after the decision is made, but a deliberate evaluation step conducted before the final recommendation is presented. Our reference process includes both candidate-provided and independently sourced contacts, behavioral questioning frameworks designed to surface specific performance evidence, and explicit attention to the relationship dynamics that make honest reference conversations more likely in a small, connected market.

The value of this investment is measurable. The hires that go wrong, the ones that cost 30 to 150% of annual salary to resolve, almost always leave reference trails that a properly conducted check would have found. The most expensive reference check in any hiring process is the one that was never done properly.

Mongolia’s professional market is too small and too interconnected for organizations to keep absorbing the cost of hires that proper due diligence would have prevented. The reference check is not a formality. In this market, it is one of the most powerful competitive advantages available to any organization willing to do it right.
